Well she could be Seeder from her first Hunger Games since she won. She practically starved to death but she still won.

And then killed off on the first day of the Quarter Quell? I'll stick with the the tree hopper. At least she came up with the Tracker Jacker plan. That was pretty awesome.

We do know that district 9 has at least one male and female victor.
